Gail Connolly was appointed chief executive of the City of Parramatta Council in 2023, after previously leading Ryde and Georges River councils.
In July last year, the Herald revealed that Parramatta Council had spent $5.24 million of ratepayers’ money removing staff over four years, and having 30 of them sign secret agreements for payouts. The use of payouts and deeds of release is being examined by the inquiry.
Two weeks later, the ICAC raided the offices of council staff – the first sign of Operation Navarra, the agency’s name for the inquiry that begins today.
In late September, this masthead reported that Connolly was in talks to leave the council. In a late-night meeting in October, councillors voted to sack her.
