Fast Eddys was once an institution for a late night bite to eat in Perth’s CBD before it closed its doors in 2019.

But that history could soon be wiped away, with a planning panel poised to wave through a $10 million tourist development in the long-dormant building’s place.

The eatery’s former home on Murray Street has laid dormant for the past seven years, but any remainder of its existence is likely to be demolished if state planners approve a new tourist accommodation project next week.

The Metro Joint Development Assessment Panel has been recommended to approve a seven-storey mixed-use development containing 68 tourist and visitor accommodation units and a ground floor café at 454 Murray Street.

The panel’s meeting on September 15 will determine whether to allow the development to be built with height variations of about 9 metres and completely knock down the former 24-hour kebab and fast food eatery in the process.

The development proposal says the building would typically accommodate 12 rooms per floor with each room containing a bed, kitchenette and bathroom.

The ground floor would contain the reception area, lobby, cafe tenancy and dining areas while level one would have eight one-bed rooms alongside a gym and staff office areas.

Levels two to six would have 12 one-bed rooms per floor and level seven would contain two two-bedroom units.

Of the 64 rooms, 14 rooms would have access to a balcony or outdoor terrace.

The applicant – Urbanista Town Planning – said the proposal would reinvigorate the former two-storey Fast Eddys site and bring much-needed accommodation to the area.

“The proposal will facilitate the redevelopment of a currently underutilised site while delivering a high-quality architectural outcome that responds to the site’s prominent corner location and provides an active and engaging street interface,” Urbanista said in the proposal.

“The design of the proposed development has been carefully considered to ensure compatibility with the surrounding Perth CBD commercial environment, while incorporating contemporary architectural design that enhances the character and functionality of Murray Street and the broader Citiplace precinct.

“The proposal seeks to deliver a development that contributes positively to the surrounding urban environment and provides a high-quality experience for visitors and patrons while reinforcing the activity and vibrancy of the city centre.”

It is understood no structural or design elements of the former site will be incorporated into the new development.

The report says the proposed apartment use will provide “specialised accommodation, which will have access to public transport, be in close proximity to additional retail and entertainment uses and assist in stimulating the weekend and nighttime economy of the city.”

The proposal seeks to vary the height of the building from 14 metres to 23.5 metres along Murray Street and 21 metres to 24.5 metres along Milligan Street.

According to the responsible authority recommendation, there are little concerns around the additional height requests.

“While the proposed development includes variations to the street building height and setback requirements for the site … it is considered that if approval were to be granted, the development would be consistent with the orderly and proper planning of the locality,” the recommendation to the panel states.

“Furthermore, it has been assessed that the non-compliances would not have any undue adverse effect on the properties in the locality or the likely future development of the locality and can therefore be supported.”

If the development proposal is granted, it will only be valid for a period of four years until September 15, 2030.
