Northern Beaches Council to decide the future of off-leash access

For some, it represented a long-overdue victory for dogs and their owners. For others, it was an experiment that should never have left the leash.

Now, the future of one of Sydney’s most contentious dog beaches is due to be determined next week, when Northern Beaches councillors vote on whether to extend an off-leash dog trial at Mona Vale Beach.

The impending decision follows a 12-month pilot program launched last October allowing dogs to roam off-leash on a southern stretch of the beach during designated morning and evening periods.

It marked the first time dogs had been granted off-leash beach access on the northern beaches, and it followed years of lobbying by local dog owners and canine community groups including Pittwater Unleashed.

But the proposal to extend the trial for another year has exposed divisions within the community, with more than 560 public submissions lodged during consultation.

Many submissions in favour of the extension praised the benefits of fitness, canine socialisation and human connection. Objectors, however, warned of compromised public safety, non-compliance and environmental impacts.

If councillors reject the extension, the trial will end on October 13 and dogs will once again be prohibited on the beach.

Local dog owner Julie Alexander-Bingham, a strong supporter of the trial, said the pilot program had delivered benefits well beyond dog exercise.

“We thought this was going to be great for the dogs, but actually, it’s turned out to be really great for all the humans with their pups as well,” she said.

“Friendships have formed, families spend more time outdoors and there are a lot of kids with their dogs who would otherwise be stuck indoors on their devices.”

Yet, opponents argue those benefits have come at a cost. Submissions raised concerns about uncollected dog waste, impacts on coastal ecosystems and wildlife, non-compliance outside permitted hours and “aggressive” dog behaviour during off-leash periods.

The dispute reflects a broader challenge for Sydney councils as they balance rising pet ownership with competing demands for public recreational space.

Earlier this year, Randwick Council rejected a proposal to establish the region’s first off-leash beach trial, citing environmental and safety concerns. Georges River Council last year closed an off-leash dog park at Merv Lynch Reserve in Beverly Hills following community tensions over the facility.

A report by Northern Beaches Council staff has recommended that councillors extend the trial for another 12 months, allowing further evaluation of the initial pilot period.

While acknowledging some instances of non-compliance, the report found most dog walkers had followed the rules and that the trial has led to social and community benefits.

If extended, existing management measures will remain in place, including ranger patrols and community education initiatives.

Alexander-Bingham acknowledged the proposal would never enjoy unanimous support but remained hopeful councillors would vote for an extension.

“Some people simply don’t like dogs and that’s the position they come from, but I think the trial has proved itself and hopefully it can form a blueprint for other beaches in Sydney,” she said.

The debate comes amid high rates of pet ownership, with the latest data showing NSW has more than 4.7 million pet dogs and cats – more than half the state’s human population.
