Irvine city leaders squandered over $12 million in taxpayer funds on office renovations, including a $60,000 consulting fee –– while the city stares at an unprecedented cash crunch.
The spending spree—a staggering 5% of the city’s entire General Fund—saw millions poured into fancy new furniture and elite cubicle redesigns for council members between 2022 and April 2026.
This remodeling madness actually cost more than the entire annual operating budgets of critical departments like Administrative Services ($8.6M), Communications ($7M), and Human Resources ($5.3M), The California Post has learned.
Purchase orders obtained by the Voice of Orange County through a public records request, reveal a jaw-dropping $2.1 million was spent on “cubicle reconfigurations” alone, with another $1.9 million wasted on new desk setups while residents foot the bill.
Urban Arena, an architecture planning firm with offices in Costa Mesa, San Diego and Oakland, received $60,000 in fee for consulting services. The company remodeled spaces in the Armstrong office building and offices on the 2nd and 3rd floors of Irvine City Hall.
The majority of contracts went to San Diego-based office furniture dealer, Goforth & Marti, with the total remuneration reaching several hundred thousand dollars. Unlike Urban Arena, Goforth & Marti has no mention of Irvine projects on its website.
Sean Crumby, who was hired as the city manager in July 2025 following the departure of his predecessor, Oliver Chi, resigned weeks after the extravagant shopping spree became known to the city council members.
The leaders spent $235,000 on the city manager’s office, nearly half of the city manager’s annual salary of $434,242, which could have easily paid for a senior city analyst’s annual salary and benefits.
Even the police station got a facelift, with $3 million blown on workstations, new carpets and elevator upgrades, the Voice of Orange County reports.
Earlier this year in April, the Irvine City Council confronted the worst financial crisis in the city’s 54-year history. After exceeding its budget by $6 million in the previous fiscal year, the city faces an immediate $9 million shortfall in the upcoming year—a financial gap projected to balloon into a massive $37 million deficit by the 2027–2028 cycle.
“The problem is straightforward. Expenditures have been growing faster than revenues. The briefing showed also full-time staffing has grown from 856 to 1,103 over the past five years, alongside increases in labor, contract, equipment, supplies, and healthcare costs, which result in an approximately 50% increase,” CouncilmemberJames Mai had said in April, reported the Irvine Watchdog.
